Public-Private Partnerships (P3) Basics Overview

This event took take place August 5-6, 2017 in Boston, MA.

Event Description

The P3 Basics Overview training, co-hosted by the BATIC Institute: An AASHTO Center for Excellence and NCSL, for public sector stakeholders interested in using public-private partnership (P3) procurement for transportation infrastructure projects. The 6-hour course offers a general understanding of P3 as an alternative delivery method, with instruction drawn from case studies and real life examples demonstrating how to put P3s into action.

The course was split over two days and featured lessons taught by P3 industry practitioners, and incorporated conversations with public sector professionals leading P3 efforts across the country. The training helps state DOT employees and legislators consider the following critical questions:

  • How does P3 differ from conventional construction delivery?
  • What are the benefits and drawbacks of using P3?
  • How are risks allocated between the private and public sectors in a P3 project?
  • How is value created through a P3 arrangement?
  • What kinds of policy issues should decision-makers consider when implementing P3s in their state?

The P3 Basics Overview training uses a blend of expert instruction and case study analysis to highlight the core principles and practices that make up a successful P3 project.
